Based on the symptoms, this appears more likely to be a hardware-related issue than a Windows or software problem. However, it is not possible to confirm remotely whether the cause is the CPU, motherboard power circuitry or another internal component.
Since the Surface shuts down almost immediately, further software troubleshooting would be limited. If you have already disconnected all accessories, tested a compatible charger and performed the 20-second forced restart without improvement, I recommend arranging a professional hardware inspection.
