Unable to Create Azure Subscription - NoAzurePlanFound Preventing Microsoft 365 E5 Developer Sandbox Provisioning

Hello Azure Support,

I am attempting to provision a Microsoft 365 E5 Developer Sandbox associated with my Visual Studio Professional subscription.

During the Microsoft 365 Developer Program setup, I was required to create a billing account for one-time verification. The billing account creation completed successfully and displayed "Your account is ready."

However, when returning to the Microsoft 365 Developer Sandbox provisioning page, the Billing Account dropdown continues to display:

No billing accounts found

To investigate further, I navigated to Azure Portal → Cost Management + Billing and verified the following:

Billing Configuration

  • Billing Account: [Moderator note: Personally Identifiable Information removed]
  • Billing Profile: [Moderator note: Personally Identifiable Information removed]
  • Invoice Section: [Moderator note: Personally Identifiable Information removed]
  • Tenant ID: [Moderator note: Personally Identifiable Information removed]

Findings

The billing account, billing profile, and invoice section were created successfully.

However:

  • All Billing Subscriptions show 0 subscriptions.
  • When attempting to create a new Azure subscription using:
    • Billing Account: [Moderator note: Personally Identifiable Information removed]
    • Billing Profile: [Moderator note: Personally Identifiable Information removed]
    • Invoice Section: [Moderator note: Personally Identifiable Information removed]
    • Plan: Microsoft Azure Plan

the validation succeeds but the subscription creation fails with the following error:

Failed to create "M365 E5 Sandbox" subscription.

Code: NoAzurePlanFound

Message:

No Azure plans are enabled for this billing profile.

Please contact Azure Support.

    Hi Chris,

    From what you've shared, it appears that the Billing Account, Billing Profile, and Invoice Section were created successfully. However, the following error stands out as an important clue:

    NoAzurePlanFound: No Azure plans are enabled for this billing profile

    This suggests that the issue is not simply related to the Microsoft 365 Developer Program page failing to refresh or recognize the newly created billing account. Instead, the selected Billing Profile currently does not have an enabled Azure Plan, which would also explain why the Azure subscription creation attempt is failing.

    Before proceeding further, I recommend verifying the following:

    • The Billing Account is a Microsoft Customer Agreement (MCA) account and its status is Active.
    • The Microsoft Customer Agreement has been accepted.
    • The Billing Profile and Invoice Section are both active.
    • The same Microsoft account or work account is being used in both the Microsoft 365 Developer Program portal and the Azure portal.
    • The Azure portal is connected to the same Microsoft Entra tenant associated with the Billing Account.
    • The signed-in account has the necessary permissions on the Billing Account, Billing Profile, and Invoice Section.
    • An Azure subscription can be created under the selected Billing Profile and Invoice Section using an enabled Microsoft Azure Plan.

    Given that Azure subscription creation is currently failing with NoAzurePlanFound, I recommend opening an Azure Billing support request so the billing team can investigate why the Azure Plan is not enabled for the Billing Profile. Azure Plans are associated with Billing Profiles and are required when creating Azure subscriptions through the associated Invoice Sections.

    To submit the request, please follow the steps in How to create an Azure support request. Since the error is related to the Azure Plan associated with the Billing Profile, please select the most appropriate Billing or Subscription management category.

    When submitting the support request, it would be helpful to include:

    • The Billing Account, Billing Profile, and Invoice Section names (or masked IDs)
    • The Billing Account agreement type and current status
    • The complete NoAzurePlanFound error message
    • The correlation ID, if one is available
    • The date, time, and time zone when the failure occurred
    • A screenshot showing that the Billing Account currently has 0 subscriptions
    • A screenshot of the "Your account is ready" confirmation page
    • Confirmation that the same sign-in identity and Microsoft Entra tenant were used throughout both the Azure and Microsoft 365 Developer Program setup processes.

    Once the Azure Billing team confirms that the Azure Plan has been enabled and an Azure subscription can be created successfully under the Billing Profile, you can return to the Microsoft 365 Developer Program setup page, refresh the Billing Account selector, and try provisioning the Microsoft 365 E5 Developer Sandbox again.
