    Hi @Saed Modarresi

It looks like you’re running into difficulties registering for the Microsoft 365 Developer Program sandbox.

According to Welcome to the Microsoft 365 Developer Program | Microsoft Learn, eligibility for the sandbox subscription is current limited and requires the following options:

-Active Visual Studio Professional or Enterprise subscription holders

    -ISV Success Program Members

    -AI Cloud Partner Program Participants

-Premier or Unified Support Plan Members

If you’re using a personal account, please note that it must be linked to an active Visual Studio Professional/Enterprise subscription or be part of one of the supported partner programs listed above.

Since this is just a user-to-user support forum, I do not have access to the internal systems required to investigate individual account issues due to privacy and security constraints. However, I recommend reviewing the Microsoft 365 Developer Program FAQ, which provides detailed eligibility criteria and helpful guidance.

If you believe you're eligible but still encountering issues, you can submit a Microsoft Unified Support as Developer Support is offered as an optional component of it.

For more detailed instructions: Open a new Support request - Microsoft Engage Center | Microsoft Learn

Please note that this is a paid support ticket, which means it requires an active support plan or a one-time support purchase. However, the benefit of using this channel is that your inquiry will be routed directly to the Microsoft Product Group responsible for the specific service or feature in question. This team includes engineers and developers who work on the product itself, so they are best positioned to provide accurate, in-depth, and authoritative answers especially for complex or edge-case scenarios that go beyond publicly available documentation or community knowledge.

I hope this helps clarify the situation and points you toward the next steps.

    Manual qualification is not available.

The Microsoft 365 Developer Program has a two-stage process:

    1. Join the program.
    2. Qualify through an eligible path, complete any required verification, and then provision the sandbox from the Developer Program dashboard.

An enterprise or production Microsoft 365 subscription does not qualify an account automatically, and joining the program alone does not guarantee an E5 sandbox.

    Current supported qualification paths are:

    • Visual Studio Professional or Enterprise standard subscribers
    • ISV Success Program members
    • Eligible Microsoft AI Cloud Partner Program participants
    • Organizations with Premier or Unified Support contracts

If eligible, the Developer Program dashboard shows Set up E5 subscription. That starts the automated onboarding flow. For Premier or Unified Support customers, the request is handled through the Microsoft partner contact using the same email address used to register for the program.

    Relevant checks:

    • Sign in with a supported email account. Phone numbers and *.onmicrosoft.com accounts are not supported for sign-up.
    • Complete the Developer Program profile and any identity or eligibility verification requested.
    • Use the same account to sign in to the Developer Program dashboard.

If the dashboard still shows You don’t currently qualify, that means the account has not met one of the documented eligibility paths. There is no documented manual profile review or manual enablement path in the provided guidance.
