Entra External ID tenant creation returns NotFound, then remains in Provisioning

We are creating a new External ID customer tenant in the United States using an existing Azure subscription and resource group. Review + create passes validation.

The initial request returned “Resource with ID does not exist”; the Azure Activity Log records CIAM directory creation as Failed / NotFound.

One retry of the same configuration returned “The resource cannot be updated in its current provisioning state: Provisioning.” The directory is absent from Manage tenants.

We are allowing the documented provisioning window and have stopped further creation attempts to avoid duplicates.

If it remains unavailable, what is the supported way to recover this incomplete provisioning operation?

Subscription IDs, tenant IDs, domains and correlation details can be provided privately through an authenticated Microsoft support channel if needed.
