OneNote for Android – Sign-In Failure (Error Tag 9hehw / Code 0), Missing Recent Pages, and Random Page Merging
Issue Summary
I am experiencing three serious and potentially related issues with the Microsoft OneNote Android app across multiple Samsung Android devices:
OneNote reports "Working offline. Sign in to sync," but attempting to sign in results in an "Access denied for the resource" authentication error.
The Recent Pages tab does not display any recent pages.
OneNote pages are randomly merging with other pages. This occurs across both older and newly created notebooks and has been occurring daily.
These problems started several weeks ago and affect multiple Android devices. OneNote continues to work normally on my Windows PC and through a web browser.
Because the same problems occur across multiple Android devices while desktop and web access remain functional, this does not appear to be an isolated device configuration or notebook issue.
Issue 1 – Android OneNote Sign-In / Sync Failure
On the OneNote Android app, the Recent Pages screen displays:
"Working offline. Sign in to sync."
When I select Sign in, authentication fails and OneNote reports:
"Access denied for the resource."
The application does not successfully authenticate or restore synchronization.
Error Details
Message: Access denied for the resource.
Error Tag: 9hehw
Code: 0

The sign-in attempt effectively results in an authentication loop and prevents the Android OneNote client from properly reconnecting to the account.
Issue 2 – Recent Pages Are Missing
On the Android OneNote app, the Recent Pages tab does not display my recent pages.
This appears to be related to the app being stuck in the "Working offline. Sign in to sync" state.
Recent pages and notebook access work normally through OneNote on Windows and through the web.
Issue 3 – Random OneNote Page Merging
I am also experiencing a separate but potentially related problem where OneNote pages are randomly merged with other pages.
Characteristics of this issue:
It occurs across different notebooks.
It affects both older notebooks and newly created notebooks.
It can occur on different pages.
It happens randomly and therefore cannot be consistently reproduced on demand.
It has been occurring approximately daily.
It began during the same general period as the Android synchronization/authentication problems.
Because the behavior is intermittent, I have not been able to identify a specific sequence of actions that reliably reproduces it.
This issue is particularly concerning because it can affect the integrity and organization of notebook content.
Devices Affected
The problem is reproducible across all of my Android mobile devices:
Samsung Galaxy S26 Ultra
One UI 8.5
All available system and application updates installed
Samsung Galaxy Z Flip 8
One UI 9.0
New device set up within the past week
All available system and application updates installed
Exhibits the same OneNote problem despite being a newly configured device
Samsung Galaxy Tab S10 FE
One UI 8.5
All available system and application updates installed
The fact that the same issue occurs on three separate Android devices, including a newly configured Galaxy Z Flip 8, makes a device-specific hardware or local Android configuration problem unlikely.
Access That Continues to Work Normally
The Microsoft account itself remains accessible through other OneNote environments.
I have verified that:
My Microsoft account and Microsoft subscription are active.
OneNote works normally on my Samsung Galaxy Book 6 Ultra Windows PC.
OneNote/OneDrive access through a web browser works normally.
My notebooks remain accessible through desktop and web access.
The authentication/synchronization failure therefore appears to be specific to the Android OneNote client or the authentication/token process used by the Android application.
I have already performed extensive troubleshooting without resolving the issue:
Verified that the Microsoft account and subscription are active and functioning.
Confirmed successful OneNote access from Windows.
Confirmed successful OneNote/OneDrive access through a web browser.
Cleared OneNote local application data and cache on the Android devices.
Cleared/reinitialized relevant browser/WebView components.
Removed system-level account/link integrations, including Link to Windows, to force fresh authentication rather than reuse an existing broker token.
Retested authentication after clearing the local application state.
Tested OneNote on multiple Android devices.
Tested on a newly configured Galaxy Z Flip 8, which produces the same failure.
Confirmed that all affected Samsung devices have current software updates.
None of these actions resolved the problem.
Why This May Require Escalation
Given that:
the same authentication error occurs across multiple Android devices;
one of the affected devices is newly configured;
Windows OneNote continues to function;
browser-based OneNote/OneDrive access continues to function;
the Microsoft account and subscription are active;
clearing Android application data and forcing fresh authentication did not resolve the problem; and
the Android client specifically reports "Access denied for the resource",
the evidence suggests a problem with the authentication/token exchange used by the OneNote Android client rather than a simple local cache or individual-device problem.
The error details, particularly the Correlation ID and timestamp, may allow Microsoft to trace the failed authentication request in its logs.
I would appreciate having this case escalated to the appropriate OneNote/Microsoft identity engineering team so that the authentication failure can be investigated.
I would also appreciate confirmation as to whether the missing Recent Pages and random page-merging behavior could be consequences of the Android client remaining in an offline or partially synchronized state.

Please investigate the corresponding authentication request and advise whether this represents a OneNote Android authentication/token issue or an account-side resource authorization problem.
