is documented for Azure SQL scenarios where the subscription may not currently have access to create a new SQL logical server in the selected region.
Please try the following:
Verify that the Microsoft.Sql resource provider is registered for the affected subscription.
If Microsoft.Sql is already registered and the deployment continues to fail, open a Microsoft Support request for Service and subscription limits and request/review SQL Database region access for East US 2 for the affected subscription.
If your workload permits, you can use another Azure region as a workaround while the East US 2 access issue is being reviewed.
If the issue continues, please provide the Subscription ID, complete deployment error, failure timestamp with timezone, and correlation/operation ID through the appropriate private support channel for further investigation.
At this stage, we should not confirm whether the underlying cause is a temporary regional capacity constraint or a subscription-specific region-access restriction without further Azure-side validation.
