Started old outlook this morning to find this in the header in a yellow band...
"i EMAIL FORWARDING IS ON You are forwarding your email to [email protected]"
I have NO idea who that is, nor did I set it.
How to I remove it/fix it??

On that thread user appears to report that the problem has been solved:
There were no auto forwarding settings set to "on" from android app, web outlook, nor "new" outlook. So I went through every rule I had in that account and there are lots and lots of them after 20+ years making them as mail came in. I found one almost at the bottom of the list, "Medium Amanda" wasn't set to "forward" in words, but was set to "re-route" them to that forwarded address. Which I have deleted and is now gone. I have NO idea where that came from. At any rate, it's now gone. Thank You all for the replies and pointing to the rules area. I'm going through them now and removing ones that are of no value any longer and also removing the "stop processing rules" option.

I wonder if your account is compromised.
If the latter, may I know if the AutoForwarder exists in Outlook for web?
I look forward to hearing from you to get the results of the troubleshooting.
No forwarding is turned on at all for any of my accounts... I've checked both the PC app that I use and the web.

mine is a outlook.com account that I use on the Classic Outlook app on my PC.

I'm getting it on my PC, too (Outlook365). I run Win11, standalone. My email accesses my email host via POP3. I use a local PST. My wife's PC doesn't have the problem. Her email is located on a different server, but the configuration is basically the same. Pretty clearly it's not effecting every Outlook user.

I got a similar message in the "new" Outlook for Windows with my standard Outlook.com account. Scary to say the least. Mine had a "turn off" button which I clicked immediately.
When I went into Settings, I did find an old Rule (separate section from Forwarding in Settings -> Mail) for that account that was forwarding email to the account listed but only if the sender address included a specific domain. I checked my sent items and confirmed that no emails were actually forwarded. I think a bug was introduced that saw that rule and put up the message which makes it sound like it is a global forwarding rule. In any case, I deleted the rule to be safe (it was already disabled by clicking the 'turn off' button).
I opened the New Outlook which I never use and found the seeing on the same banner that showed up for that same inbox. It did have a "review" button which then showed a off button. It also said for the forwarding "access denied". But when I open classic Outlook, that banner still shows when I go into that inbox for that account.. So now I don't know if it is really off or not and I can not find it in any of the rules I have for any of the email accounts/alias...

This happened to me on Classic out of the blue. I have no rules (completely blank), no rules set up in the web version, and forwarding is turned off. I do not know what else to look in.
Thank you. There are two possibilities, and I assume you have already checked one.
Second, if there is indeed an Exchange account, this might be from admin. Did you cross check with the IT Team?
I think there are more than 2 possibilities, because not everyone uses Outlook Classic as a front end to either Exchange Server or Outlook.com. I sure don't.
