Hello,
I am unable to create any Azure OpenAI / Microsoft Foundry model deployment in my Azure subscription.
Every deployment attempt fails immediately with:
715-123420: Our system has detected this request as unusual activity for your account. If you are confident this is in error, please contact support.
The issue reproduces consistently and appears to occur before normal model provisioning.
I have verified that:
- the subscription is active and billing is valid,
- I have Owner permissions,
- Microsoft.CognitiveServices is registered,
- the Microsoft Foundry resource exists,
-
gpt-5-mini / Global Standard has available quota (500K TPM),
- changing/retrying the deployment does not resolve the issue.
The workload is a very small VitaMy development/demo environment for three authorized testers.
Azure Portal instructs me to contact support, but my Basic support plan prevents me from creating a technical support ticket.
Based on the nature of error 715-123420, this appears to require Microsoft-side review of an account/subscription/service protection restriction.
Could a Microsoft engineer please escalate this through Priority Community Support and create a private authenticated support case on my behalf?
I can provide privately:
- Subscription ID
- Tenant ID
- Resource ID
- exact UTC timestamp
- Client Request ID
- Trace ID
- Service Request ID
I will not post those customer-specific identifiers publicly.
Thank you.Title: Azure AI Foundry deployment blocked by error 715-123420 — Basic support plan prevents technical support ticket
