As best as I can determine (see Comments) - A Custom Dictionary is only supported in New Outlook for Windows and Outlook Web if you are using a MS 365 Business/Education Account (not an outlook.com address). The option is not there for a Personal/Family Account (outlook.com address).

Note: Outlook.com (free version) does not support Classic or New Outlook dictionary files. It uses Microsoft Editor and browser-level spell check instead.
