I'm on a consumer laptop. However, my registry does have the first option enabled but set to 0. I updated to a 3 and it worked.
Any reason, for an end user to have this option, since you mentioned that for consumers that shouldn't be available.
This browser is no longer supported.
Upgrade to Microsoft Edge to take advantage of the latest features, security updates, and technical support.
The enabling of sending Optional Diagnostic Data to Microsoft option dialogue is greyed out and the reason given is that "your organization prevents sending optional diagnostic data to Microsoft".
This not true since there is no "Organization" as I am a single user. I cannot figure out how to clear this prevention mechanism.
Do I need to leave the Windows Insider programme and re-enter? or what?
I am concerned that if I leave the Insider Programme my historical data will be lost.
I have tried using regedit.exe unsuccessfuly as well as gpedit.msc. It appears that the insider preview Eval copy build 26220.8764 ge_release_svc_betaflt_prod1260626-2122 is not configured to allow, or configure to allow via Win 11 25H2 user interface, the sending of optional diagnostic data to Microsoft.
Please advise.

Hello Dan,
Try deleting the entire WindowsSelfHost Key. It will be rebuilt after a reboot:
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\WindowsSelfHost
As for the registry entries, there are technically two different locations depending on how the settings are applied.
HKEY_LOCAL_MACHINE\SOFTWARE\Policies\Microsoft\Windows\DataCollection is the location the AllowTelemetry value is set if it is configured by policy (i.e., InTune, ConfigMgr, Group Policy, etc.)
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Policies\DataCollection is the location the AllowTelemetry value is set when you make a change via the UI
The first will have precedence over the second. If you have no entry in the first location (which consumer devices shouldn't), it means your device does not have a policy applied to that device for that setting from a management tool.
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Policies\DataCollection
If you do not have such a Registry key, then just create it. You might have to clear out the values for the first key above.
There you need to create a new a 32-bit DWORD value named AllowTelemetry and set it to one of the following values.
0 - Security Diagnostic Data Off
1 - Basic Required Diagnostic Data
2 - Enhanced (Value Removed)
3 - Full Optional Diagnostic Data
Regards,
Johnny
