APIM "Invite user" notification email not delivered - matches issue reported in thread 5928931

We're experiencing the same issue reported in this thread - the "Invite user" notification email is not being delivered when inviting a developer to our Developer Portal.

  1. Originating email address is the default Microsoft address (******@mail.windowsazure.com) — unmodified
  2. Notification shows as "sent" under Notifications, but the email is never delivered - confirmed not in inbox or Junk/Spam on the recipient side
  3. No recent changes to notification templates, email settings, or product approval settings
  4. Reproduced with both an internal (Microsoft 365) recipient and an external recipient

This matches the pattern described in the linked thread - multiple organisations reporting developer signup confirmation, password reset, and user invitation emails failing to send, across separate APIM instances, with no configuration changes on their end.

This is currently blocking a live customer integration for us. Can Microsoft confirm whether this is a tracked, known platform issue, and if so, is there an ETA for a fix?

Hi @Cameron Horton , thank you for reaching out on Microsoft Q&A portal.

I reached out to you over Private message to get the resource details and escalated the request to Product team.

They mitigated the issue and you confirmed over email that you are receiving emails now.

Please let me know if you have any further question on this.

hi Cameron Horton & thx for sharing urs issue here at Q&A portal,

from what you've described, this doesn't look like a configuration issue. The important part is that APIM reports the notification as Sent, the sender address is the default @mail.windowsazure.com, there were no template or notification changes, and you've reproduced it with both Microsoft 365 and external recipients. If multiple tenants are seeing the same behavior at the same time, that points toward a platform issue rather than a problem with your APIM instance.

I'm not aware of a public advisory or ETA for this. A Microsoft external stuff aka support would need to confirm whether this is linked to the previously reported thread or another ongoing incident. For now, I'd recommend opening a support request and including your APIM instance name, region, timestamps, recipient domains, and message IDs if available. That will let the product team trace whether the emails actually left the notification service or were dropped before delivery.

If this is blocking a production onboarding flow, you may need to use a temporary workaround, such as creating users manually or using an alternative invitation process, until Microsoft confirms the status of the notification service.

    rgds,

    Alex
