I am not able to create a Certificate Profile in my artifact signing account.

I have a completed organization identity validation

RBAC roles are correctly assigned (Owner + Artifact Signing roles)

Every time I try to create a Certificate Profile it fails with an unknown error. If I try to delete the failed profile it fails to delete.

Here is the message for the failed create:

{\"status\":\"Failed\",\"error\":{\"code\":\"ResourceOperationFailure\",\"message\":\"The resource operation completed with terminal provisioning state 'Failed'.\",\"details\":[{\"code\":\"UnknownError\",\"message\":\"Some error occured. Correlation id - 89338980-f34f-424c-8117-7aa3b46f487e. Timestamp - 2026-06-08T18:57:45.7120285Z.\"}]}}"

It looks like you've already completed the common prerequisites (organization identity validation and RBAC role assignments), so the issue may not be permission-related.

The ResourceOperationFailure with an UnknownError suggests the request is reaching the Artifact Signing service but failing during backend provisioning. Since the failed Certificate Profile also can't be deleted, it may be stuck in a failed provisioning state.

A few things you could try:

Verify that Artifact Signing is supported in the selected region.

Try creating a new Certificate Profile with a different name.

Check Azure Activity Logs for any additional deployment details.

Wait a short period and retry, as some provisioning issues resolve after backend synchronization.

If the issue continues, I'd recommend opening a Microsoft support ticket and including the Correlation ID (89338980-f34f-424c-8117-7aa3b46f487e) and timestamp from the error message. Microsoft support can use those details to investigate the backend logs and identify the root cause.
