Hi Aarav,
We don't know the exact timing of when
this will happen. I'm sure when it does
it will be mentioned in the build blog
which always gets posted.
And part of these new builds is Feature Flags
to do away with Controlled Feature Rollouts.

Although the blog says, 'Coming weeks' but do they mean that it will fully roll out to Insiders in the next few weeks or are they still planning to roll it out?

"Coming weeks" in Windows Insider communications indicates a gradual rollout that starts shortly after the announcement and then expands to more devices over time; it does not mean that all Insiders will receive the changes at once within a fixed deadline.
Windows feature rollouts described in the documentation as gradual rollouts are explicitly delivered in phases, so availability varies by device and time. Some Insiders will see the new WIP changes earlier, while others will receive them later as the rollout progresses. This pattern is used both for Insider features and for public preview updates, where the update is active and rolling out but not yet broadly available to everyone.
So, the wording implies that rollout has begun or is planned to begin shortly and then proceed in phases, not that it is being held back until a single future date when all Insiders get it at once.
