Windows prevents any files opening

So im not sure when it started but i cant open any files i download or any apps that i download. i have tried and tried everything. Disabled all security and it does nothing. My user account is admin as well so that shouldnt affect it. Now i cant even download a zip file to update my BIOS. When i first downloaded it, it came up with windows security has prevented this file from opening. Or something along those lines. Now it just downloads to a note pad file with a bunch of random symbols and letters. and yes it is from the offical Acer website for my motherboard.

If anyone has any ideas how to fix this i would be very greatful to hear.
