    Hi Paul Freedman,

Thanks for reaching out to Microsoft Q&A Forum. I understand that your desktop icons keep refreshing and switching between blank, generic, and app icons on Windows 11.

Please make sure you already tried the Q&A Assist steps. In addition, please try the following.

    To help narrow this down:

1, Are you using any desktop customization, icon pack, or third‑party theme software?

2, Is your Desktop folder currently being synced with OneDrive?

In the meantime, you can try these steps:

    1, Pause OneDrive desktop sync

    • Click the OneDrive cloud icon in the system tray
    • Select Settings, then Sync and backup
    • Temporarily turn off Desktop backup and observe if the icon behavior stabilizes

    2, Restart the graphics driver

    • Press Win + Ctrl + Shift + B
    • The screen may briefly flicker; check if icons stop refreshing afterward

    3, Update the display driver

    • Open Device Manager
    • Expand Display adapters
    • Right‑click your graphics adapter and select Update driver
    • Choose Search automatically for drivers

    4, Disable thumbnail previews

    • Open File Explorer
    • Select the three‑dot menu and choose Options
    • Under the View tab, enable Always show icons, never thumbnails
    • Select Apply and OK

    5, Run System File Checker

    • Open Command Prompt as administrator
    • Run sfc /scannow
    • Restart the PC after the scan completes

    6, Restart Windows Explorer cleanly

    • Open Task Manager
    • End Windows Explorer
    • Select File, then Run new task
    • Type explorer.exe and press Enter

The behavior described is typically caused by a corrupted or constantly rebuilding icon cache. Repair focuses on clearing and rebuilding the icon cache and, if needed, adjusting the cache size.

    Follow these steps in order:

    1. Clear and rebuild the icon cache in Windows 11
      1. Save any open work.
      2. Open Task Manager (Ctrl + Shift + Esc or right-click the taskbar → Task Manager).
      3. On the Processes tab, find Windows Explorer.
      4. Right-click Windows Explorer → End task.
      5. In Task Manager, select File → Run new task.
      6. Type cmd.exe, check Create this task with administrative privileges, and select OK.
      7. In the Command Prompt window, run:
              CD /d %userprofile%\AppData\Local
              DEL IconCache.db /a

      8. Back in Task Manager, select File → Run new task again.
      9. Type explorer.exe and press Enter to restart Windows Explorer.
This forces Windows to recreate the icon cache, which usually stops icons from flipping between blank, generic, and correct images.
    2. (If the problem persists) Increase the icon cache size This step is based on the same icon-cache issue seen in earlier Windows versions and can help if the cache is too small and keeps rebuilding.
      1. Sign in with an account that has administrator rights.
      2. Press Start, type regedit, and open Registry Editor.
      3. Navigate to: HKEY_LOCAL_MACHINE\Software\Microsoft\Windows\CurrentVersion\Explorer
      4. On the Edit menu, select New → String Value.
      5. Name it MaxCachedIcons.
      6. Double-click MaxCachedIcons, set Value data to 2048, and select OK.
      7. Close Registry Editor.
      8. Delete IconCache.db again from: %userprofile%\AppData\Local (or C:\Users\<User Name>\AppData\Local), then restart the PC.
Editing the registry incorrectly can cause system issues, so ensure only this value is added and changed as described.
    3. (If still not fixed) Re-register Shell Experience Host
      1. Open Windows PowerShell as administrator.
      2. Run:
              Get-AppXPackage -AllUsers | Where-Object {$_.InstallLocation -like "*ShellExperienceHost*"} | Foreach {Add-AppxPackage -DisableDevelopmentMode -Register "$($_.InstallLocation)\AppXManifest.xml"}

      3. Restart the PC.

These steps address corrupted icon cache data and shell registration issues that cause icons to keep changing and refreshing.

    Hi,

You can try creating a new Windows user profile to see if the behavior is the same. If the desktop icons work normally in the new profile, it usually means the issue is with the current Windows profile and it may be corrupted.

If the desktop icons behave normally in a new Windows profile, it strongly indicates that the issue is with the current user profile, which may be corrupted. Profile corruption can cause symptoms like icons constantly refreshing, changing to generic icons, or failing to load correctly.

If the problem also occurs in the new profile, the cause is more likely system-wide, such as graphics drivers, icon cache corruption, or Windows Explorer issues. But if it works fine in the new profile, migrating to the new profile is usually the most reliable fix.

there also other fix that work for me after other methods not work, you should try reinstall Windows through Windows update by open setting > system > recovery > fix problems using Windows update, this may take a while
