We are currently experiencing a critical and recurring email delivery issue affecting recipients at outlook.com, live.com, hotmail.com, and msn.com.
All of our sending IPs are returning the following error:

Although the error indicates rate limiting, in practice no emails are being delivered.
We are an established ESP serving millions of users and generating significant legitimate traffic to these affected domains. Historically, we have maintained stable and compliant sending behavior.This issue is actively impacting delivery reliability to Outlook recipients and requires immediate attention. We have already submitted requests through the Outlook delist IP form, but we have not received any resolution or meaningful response, and the rate limiting continues across all affected IPs.
We are ready to provide our IP ranges and any additional information required to assist with further investigation and troubleshooting.

This is the answer I got from the support.
"Nothing was detected to prevent your mail from reaching Outlook.com customers. Please follow the instructions below."
We still have the Issues and they are not responding to my reply.
This is pretty annoying.
After that my system run into a block, no help since days: eur.olc.protection.outlook.com: Server rejected return path. Server answered: "550 5.7.1 Unfortunately, messages from [46.***XXXX] weren't sent. Please contact your Internet service provider since part of their network is on our block list (S3150). You can also refer your provider to http://mail.live.com/mail/troubleshooting.aspx#errors. [Name=Protocol Filter Agent][AGT=PFA][MxId=11BCEB1FECBBC6FD] [AMS1EPF00000093.eurprd05.prod.outlook.com 2026-03-03T10:32:57.663Z 08DE758FFBE912D0]" still it began with a temp block some days ago

We are experiencing the exact same issue with our mail server (IP: 176.58.124.157) since the past few days.
We run a small legitimate transactional mail service for checkthecar.com, sending only 20-30 emails per day — vehicle history check reports to paying customers. Even plain text emails to Outlook/Hotmail recipients are being deferred with the same 451 4.7.650 error.

We have replied to Microsoft's standard response requesting escalation as suggested in this thread. Will update here once we hear back.
Thank you to everyone sharing updates — very helpful to know this is a Microsoft-side issue and not something wrong on our end.
"Quick update: As of 06:00 AM (EET/Estonian time), the delivery block and S775/451 errors seem to have been lifted for our IP. We haven't received any official response from Microsoft, but test emails are currently going through.
However, the real test starts at 08:00 AM (EET), which is when our libraries begin sending out their daily automated notices in larger batches. We'll see then if the reputation filter triggers a block again once the volume increases.
