Problem Description

I am attempting to deploy a model and use the Agents functionality within Azure AI Foundry using an Azure for Students subscription. However, I am stuck in a "deadlock" where the regions allowed by my subscription policy do not have any quota available for the models required, and the regions that do support the features I need are blocked by policy.

Technical Details

Subscription Type: Azure for Students.

Policy Restrictions: When trying to create resources in standard regions like East US 2 or Sweden Central, I receive the RequestDisallowedByAzure error due to an internal "Allowed resource deployment regions" policy.

Allowed Regions: My subscription policy restricts deployments to the following regions: northcentralus, chilecentral, canadacentral, mexicocentral, and southcentralus.

  • The Quota Conflict: * In South Central US (the only region where I am allowed to create resources), my quota for GPT-4o, GPT-4o-mini, and GPT-3.5-Turbo is 0 TPM. The only available quota is for "Legacy" models (Ada, Babbage, etc.) or for Global Batch usage (e.g., "0 of 50k Enqueued tokens"), which is not compatible with real-time Agents.
The __Agents__ feature requires specific regions (such as _East US_ or _Sweden Central_) that are currently blocked by my student policy.

Actions Already Taken

Verified the Activity Log, which shows multiple 'Deny' policy actions triggered by deployment attempts.

Purged deleted resources to ensure no "ghost" deployments were consuming quota.

Checked the Management Center (Quota panel), confirming 0 TPM for all modern interactive models in the allowed regions.

Questions for the Community

  • How can a student request a minimal quota (e.g., 10k TPM) for gpt-4o-mini in allowed regions like southcentralus when the default is 0?

Is there a way to request an exception for a specific "Agent-supported" region if the student policy currently blocks it?

Samuel Esteban Cano Chocce hi,

this is not a bug, it is a structural limitation of the Azure for Students subscription. ur subscription is restricted by an internal allowed resource deployment regions policy, and most modern interactive models like gpt-4o, gpt-4o-mini, and gpt-3.5-turbo have a default quota of 0 tpm in the regions u are allowed to use. At the same time, the Agents feature is only available in specific regions such as East US or Sweden Central, which are blocked by ur student policy, so that is why u are stuck.

of coz u can try submitting a quota request for a small amount of TPM for gpt-4o-mini in southcentralus, but u know approvals for students subscriptions is not really guaranteed. u can open a support request, msft often doesnt grant interactive model quota increases under Azure for students, but who know. Policy exceptions for restricted regions cannot be requested directly because they are enforced at the subscription offer level.

If u need agents functionality reliably, the practical solution is to use a pay as u go subscription or obtain an azure sponsorship or azure for education tenant from your university, as those typically have fewer regional and quota restrictions.

rgds,

Alex
