There could be a couple of things going on here.
SVG graphics only arrived in Office 2013. For backwards compatibility, placing an SVG also creates a low-res PNG file of the graphic. If the Windows user is still on Office 2007 or 2010, they will see the PNG file instead of the SVG.
If you are placing PDF files on a Mac, that is not a valid picture format in Windows. A Windows user will often see a pixelated version of your graphic.
For better compatibility, use the open source program InkScape to convert vector PDFs and SVG to EMF format. EMF was invented by Microsoft and displays well in all Office programs, even old versions.
For bitmap PDFs, use JPG or PNG format instead of PDF.
