I get why it's annoying when you install the Vietnamese language pack on Windows 10, but some stuff is still in English, especially when Windows 11 and older versions do it right. You'd expect the translations to be consistent after installing a language pack. I am here to help.
It looks like the problem is that the Windows 10 Vietnamese language pack doesn't have all the files to translate everything. Microsoft really made language coverage better in Windows 11. Older systems like Windows 7 and 8.1 used older files that had everything. So, Windows 10 is missing some files in the Vi-VN folder, making it show English for some parts.
To fix this, here's what you can do, according to Microsoft and some people who've tried it:
First, get rid of the Vietnamese language pack and reinstall it through Settings → Time & Language → Language. After reinstalling, make sure Vietnamese is the Windows display language. Also, set your Region to Vietnam.
If you still see a mix of languages, try running a system health repair with DISM and SFC commands. This can bring back any missing or messed-up language files.
