Hyper-V virtual machines do not inherit the digital license from the host PC, so Windows 11 inside the VM requires its own valid product key, separate from the physical machine’s license.
The error 0x803fa067 indicates that the current key isn't valid for activation on this VM. If your host is running Windows 10/11 Pro or Home, that license cannot be transferred or reused on a virtual machine. To activate the VM, you'll need either:
A retail Windows 10/11 license key (can be reused and moved), or
A Volume License / MSDN key, or
A Windows 11 Pro product key purchased from the Microsoft Store.
