Hi!
Welcome to Microsoft Q&A forum.
This is a known compatibility issue introduced with Windows 11 25H2, affecting external USB fingerprint readers (like Lenovo’s USB Fingerprint Keyboard sensors) while using Windows Hello authentication via FIDO2/WebAuthn on specific government or banking websites.
As a result, the update now enforces “cross-platform authenticator” behavior strictly for external USB devices. Thus, many fingerprint readers, including Lenovo’s, are treated as USB Security Keys (FIDO2 hardware keys) now. That's why you see the Insert your security key" alert.
Sites like myGov haven’t yet updated their authentication compatibility for this new API behavior, so they fail to trigger the correct Windows Hello prompt.
Workaround that you can do:
Use Windows Hello PIN instead of fingerprint
Use the old authentication stack via another browser
You’ll likely see the correct fingerprint prompt there.
