OK, there's the problem.
Your image shows you are in Release
Preview, but the build you're on is Dev.
That's why you aren't getting any updates.

2025-10-31T16:38:22.6566667+00:00 Thanks, I changed the Insider level to DEV and I am downloading 26220.6982. I have no idea how that happened. I run two different copies of Windows 11 insider on two different drives and use the BIOS to switch. One was DEV and the other (I thought) was Release Preview. I must have screwed up the update at some point in time.

Do you see all these three items in insider settings page.If some of those items is missing then those settings are corrupted. That can be fixed by deleting WindowsSelfHost -key from registry. Push Win key and type regedit command. Navigate to
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\WindowsSelfHost
Right click on top WindowsSelfHost click delete.
Close regedit and restart. Check insider settings. -
