Made an account just for this. The whole point of having different Desktops is to be able to organize one workflow independently from others. So if I want to review documents on one desktop with 4 windows open and I need another group of 4 windows for a different task I would want them in a different desktop. Instead, Windows will switch between desktops depending on which one already has the app open, so then I end up with 8 windows on the same desktop. What's the point of that?!
Is there a setting to stop opening an app from switching to another desktop when using virtual desktops, and make it stay on the current one?
For example when opening file explorer it just jumps to a different desktop if it has another instance of the program running, instead of opening a new instance of the program. I think this used to be the default behavior, but it's changed now.

Aside from showing it on all desktops, there doesn’t seem to be a way to do that. Windows doesn’t let you open multiple instances of File Explorer on virtual desktops as it is treated as a single-instanced app, same goes with other apps. The only workaround is to display all open windows on all desktops to prevent the jumping behavior. To enable this, go to Settings > System > Multitasking > Desktops > On the taskbar, show all open windows, and set it to On all desktops.
