Hi, good day!
Microsoft is taking its usual gradual process to roll out the enrollment wizard in phases to all eligible Windows 10 devices worldwide.
- You don’t have to use that Microsoft account all the time, just sign in with it on your Windows 10 PC once so Windows can check your ESU eligibility. After that, you can go back to a local account if you want.
- Run Windows Update while signed in with that Microsoft account, since that’s when the ESU offer can appear.
- The account is only needed for verification and payment. Once purchased, the ESU license is tied to your PC’s hardware, not your Microsoft account.
- If your PC qualifies, the offer will show up under Settings → Update & Security → Windows Update, usually as a banner or message below the “Check for updates” button.
Make sure that you've met all the requirements to enroll in the consumer (ESU) program and it will automatically appear in your computer's Update & Security settings when it becomes available.

However, you can try Sumit's workaround in his tutorial at the link below if it helps.
