How do I restore Windows 11 Voice Packs without resorting to the ISO method?

I used Glary Utilities' Registry Defrag facility, and it has removed the voice packs that Word's Read Aloud feature uses. I only have three robotic-sounding voices left. All the voice packs show 0 MB in Settings > Time & Language > Speech, so there's no point me trying to add a voice pack through that method. Is there a way to get Windows 11 to re-install just those voice packs without restoring all the Windows 11 bits and pieces via the ISO method, because I only want a tiny fraction of what the ISO would restore back on my system?

Open PowerShell as Administrator.

Run the following command:

Get-AppxPackage -AllUsers -Name TextToSpeech | Foreach {
Add-AppxPackage -DisableDevelopmentMode -Register "$($_.InstallLocation)\AppXManifest.xml"
}

This will re-register any existing Text-to-Speech components for all users.

2. Reinstall Specific Voice Packs

If you know which voice packs are missing (e.g., en-US, ja-JP), you can reinstall them:

Add-WindowsCapability -Online -Name "Speech.TTS.en-US"
Add-WindowsCapability -Online -Name "Speech.TTS.ja-JP"

To remove and re-add a voice pack:

Add-WindowsCapability -Online -Name "Speech.TTS.en-US"

3. Repair System Files

Open Command Prompt as Administrator and run:

DISM /Online /Cleanup-Image /RestoreHealth
SFC /Scannow

These commands will scan and repair any corrupted system files that may be affecting voice pack functionality.

4. Restart the Text-to-Speech Service

  1. Press Win + R, type services.msc, and hit Enter.
  2. Locate Microsoft Text to Speech.
  3. Right-click and choose Restart.

5. Check Registry for Voice Tokens

Navigate to:

HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Speech_OneCore\Voices\Tokens

If entries are missing, you may need to manually restore them or re-register the voice folders.

6. Reset Windows Update Components

Open Command Prompt as Administrator and run:

net stop wuauserv
net stop cryptSvc
net stop bits
net stop msiserver
ren %systemroot%\softwaredistribution softwaredistribution.bak
ren %systemroot%\system32\catroot2 catroot2.bak
net start wuauserv
net start cryptSvc
net start bits
net start msiserver

Then run wsreset to clear the Windows Store cache.
