If your document is saved in OneDrive, go to https://www.onedrive.com, sign in and check the recycle bin there as well. See if it is there. If it is, you can recover.
If it has been already deleted from the OneDrive recycle bin, if it is personal account, this file cannot be recovered. If it is a work/school account, it might be recoverable, depending on each organization's retention policy. Reach out to your organization's IT support team, they would know what the retention policy is for your organization and can recover for you if it is still within the defined retention period.
