Hello.

I attempted to access the <Microsoft Application Network Portal> to register a new SCIM and SSO (SAML 2.0) application, but encountered an error while logging in with my account and was unable to access it.

I tried through various paths and received two types of error messages. (Sensitive information has been masked with ‘*’.)

Error Message 1 (returned in English):

AADSTS50020: User account ‘(microsoft entra id account)’ from identity provider ‘https://sts.windows.net/----/’ does not exist in tenant ‘Microsoft’ and cannot access the application ‘0000000-0000-0*-**00-000000000000’ (Office 365 SharePoint Online) in that tenant. The account needs to be added as an external user in the tenant first. Sign out and sign in again with a different Azure Active Directory user account.

Error Message 2 (returned in Korean):

선택한 사용자 계정이 테넌트 'Microsoft'에 없어 이 테넌트의 애플리케이션 '0000000-0000-0-00-000000000000'에 액세스할 수 없습니다. 이 계정은 테넌트의 외부 사용자로 먼저 추가되어야 합니다. 다른 계정을 사용하세요.

How can I access the <Microsoft Application Network Portal>?

I would appreciate it if you could tell me what settings I need to configure in Entra ID and what permissions I need to grant to ‘users’ to access the <Microsoft Application Network Portal>.

I heard that due to the “Secure Future Initiative,” new applications cannot be registered in the App Gallery for the time being. Could this be related?

Hello Hyunsoo Jung,

Thank you for posting your question in the Microsoft Q&A Forum.

I understand that you are trying to access the Microsoft Application Network (MAN) Portal to register a new SCIM or SSO (SAML 2.0) application, but you are encountering the following error:

AADSTS50020: User account ‘(microsoft entra id account)’ from identity provider ‘https://sts.windows.net/----/’ does not exist in tenant ‘Microsoft’ and cannot access the application.

You are getting this error because Microsoft has temporarily paused new gallery listings in the Entra Enterprise Applications portal due to ongoing Security Future Initiatives (SFI).As part of this, access to the Microsoft Application Network (MAN) portal is currently restricted to internal Microsoft users only. SFI

For Information, please refer to the following document.

How can I access the Microsoft Application Network Portal? Currently, external accounts cannot access the portal. The Microsoft Application Network Portal is restricted to internal Microsoft accounts only, so you will not be able to log in with your Entra ID account at this time.

What settings do I need to configure in Entra ID or what permissions do I need to grant to users to access the portal?

There are no settings or permissions in your Entra ID tenant that can bypass this restriction. Configuring roles, user permissions, or adding guest accounts will not allow login while the portal is restricted.

Could this be related to the Secure Future Initiative?

Yes, this is related to the Secure Future Initiative (SFI). Microsoft has temporarily restricted external access to the Microsoft Application Network (MAN) portal, which is causing the AADSTS50020 error.

You will be able to submit your request once Microsoft resumes accepting new submissions. For the latest updates, please refer to this page: What's new in Microsoft Entra Enterprise Applications documentation

I hope this information is helpful. If you have any further questions or need additional assistance, please feel free to let me know.
