Based on your descriptions, you're looking to enable a feature that delays sending emails until a specific time.
As I checked, this option is available in New Outlook, Classic Outlook, and Outlook on the Web.
You can schedule your email delivery by:
On New Outlook and Outlook Web:
- Compose your email.
- Click the dropdown arrow next to the Send button.
- Choose Send later.
- Select the desired date and time.
- Click Send, the message will remain in the Draft folder until the delivery time.
For Outlook classic:
- Compose your email.
- While composing your message, go to Options > Delay Delivery.
- Under Delivery options, check Do not deliver before, then set your desired date and time.
- Click Close, then Send. The message will remain in the Outbox folder until the delivery time.

Please note: this feature is not supported for IMAP or POP accounts, as these protocols rely on the local client for sending emails and lack the server-side capabilities required for scheduling.
