Azure OpenAI resource blocked with 403 Forbidden — request unblock

I would do that, save those 30$ but I can not find suitable solution trough their help UI. So after loosing precious time not being able to help my self I went for this option, which says.

"Your support plan includes prioritized responses by support engineers on Microsoft Q&A."

Now pleas give me an answer in two direct options:

A. what to press on azure so i get HELP. Link?

B. If you could report hem I have an issue, or as the Azure site quotes:
"Your support plan includes prioritized responses by support engineers on Microsoft Q&A."

I fell disapointed that after spending money with you I had to spend another 30$ te get help for things I am already paying, and now I get WHAT?

Excuse my lack of knowledge, but I have paid to get support, so I guess that is what I SHOULD GET, right?
