Why did Teams stop working on Microsoft 365 Apps for business, and require both standalone Teams and Exchange Online licenses to function?

We have been using Microsoft 365 Apps for business for a long time, and Teams had always been working without any separate license assignment.

What happened:

  • Today Teams suddenly stopped working for our users.

When we checked, we were told that Microsoft 365 Apps for business no longer includes Teams.

We purchased a standalone Teams license for the affected users, but after assigning it, Teams still had issues. When trying to create a new meeting and add internal organization users, it showed their email addresses as invalid. After further investigation, we purchased and assigned an Exchange Online license as well. Once both Teams standalone and Exchange Online licenses were assigned, Teams returned to normal operation.

My questions:

  1. Why did this change happen now, when Teams had been included before?
  2. Was there a recent Microsoft licensing or plan permission change that removed Teams from Microsoft 365 Apps for business?
  3. Why was Exchange Online also required for Teams to work properly (especially for meeting scheduling and adding internal participants)?

We want to confirm the exact cause so we can adjust future license provisioning and avoid unexpected service interruptions.

    Hi @yh

Good day to you! Welcome to Microsoft Q&A.

I sincerely apologize for any inconvenience caused. Since Microsoft 365 apps for business includes only Word, Excel, PowerPoint, Outlook, OneDrive; Teams is not included in the plan. Assinnging Teams standalone license enable users to use basic Teams functionality (chat, channels, calls), but meeting scheduling, calendar integration, and participant resolution depend on Exchange Online. Here's why:

    • Calendar and Scheduling: Teams uses Exchange Online to access users' calendars. Without it, meeting creation and scheduling fail.
    • User Resolution: When adding internal participants to meetings, Teams queries Exchange Online to validate and resolve email addresses. Without Exchange, users appear as “invalid.”
    • Email Notifications: Meeting invites and notifications are sent via Exchange.
