    We understand that you are encountering an error with network infrastructure in Outlook. The error code -2146697208 typically indicates a failed download of a specified resource, often due to network connectivity issues or security restrictions. This can be due to various reasons such as network issues, firewall settings, proxy settings, or corrupted files.  

    You could follow these steps to troubleshoot it:  

    Using a Mobile Hotspot: 

    Using a mobile hotspot to activate Outlook. This can help determine if the problem is related to your home or work network.  

    Check your firewall and antivirus settings: 

    Make sure that your firewall or antivirus software isn't blocking the activation process. Try temporarily disabling it and signing in to Outlook again. Don't forget to re-enable it after the process. 

    Run a Microsoft 365 Diagnostic: 

    You could try running a diagnostic tool to automatically detect and fix several common Outlook connectivity issues
