I have the same problem with no solution
[SOLVED] "Sign in with your MS account to finish encrypting this device.", even when I am sure it's not a local account.
> Solution I came up with: Make sure that you are logged in with your MS account in windows. Turn off encryption and turn it back on, the keys would be regenerated and would be uploaded to your MS account at https://account.microsoft.com/devices/recoverykey .
> Reason why I had this issue, I had bought a display-piece laptop from a well known electronics shop, as the laptop was pre - functional and probably was logged in with the store's MS account too the encryption keys were on their account, which I couldn't access. And even after resetting the laptop at the store the encryption wasn't removed nor it's key got transferred to my account.
<--- Explanation before I figured the solution myself, hope this helps! And do tell if it worked for you or not... --->
I am sure that I am not a local account as I don't get the "Login with MS account option." in the Account menu.
Clicking on [Sign in] opens the Account tab without any way to actually sign in.

Have you tried changing to a local account and then using the error popup to sign back into your Microsoft account?
