Hi Everyone,

I realize Microsoft Print to PDF is missing from print list. i tried following the steps from this question Error 0x800F0922 reinstalling Print to PDF - Microsoft Community
but still can't add it. i have enable it from Windows Feature, restart it.

i also already tried adding it using Power Shell Command.

*Note : can't use Windows Update because blocked by GPO :)

Hope this can be fixed without the need to reinstall the OS.
Thank you in advance.

You're missing the actual Print to PDF driver package on disk, so enabling the feature won't install anything. Grab a Windows 11 ISO (or the matching install.wim/SxS folder from your network share), mount it and point DISM at the SxS folder. For example, if you mount the ISO to drive D: run as administrator:

    Dism /Online /Add-Package /PackagePath:"D:\sources\sxs\Microsoft-Windows-PrintToPDF-Printer-amd64~~10.0.22621.1.cab"

    Dism /Online /Add-Package /PackagePath:"D:\sources\sxs\Microsoft-Windows-PrintToPDF-Driver-Package-amd64~~10.0.22621.1.cab"

    Dism /Online /Enable-Feature /FeatureName\:Printing-PrintToPDFServices-Features /All /Source\:D:\sources\sxs

Reboot and "Microsoft Print to PDF" should appear in your printer list.

Select Windows Update and it will pull in all available printers. It does take a few minutes, but the option should be there after the update finishes.
