Microsoft is inundated with support requests on a daily basis so by policy there are limits which allows Microsoft to assist as many account users as they possibly can given time constraints and available resources. Live support polices are more focused on businesses and consumers who pay for additional services and products. Microsoft discontinued direct phone support for consumers years ago. Almost all large companies, corporations and businesses employ similar policies and technology these days so there is nothing unusual by having a difficult time reaching a "live" human being.
Although this site is called Microsoft Community, those of us who volunteer to assist in this forum are not employees of Microsoft and we have no direct lines of communication with them or their customer service team.
Reaching an actual support employee depends on whether you are a Business or Home User and what type of support you need. The Microsoft 365 Customer Service and Support outlines support for consumers, home products and businesses.
