Hi there, thanks for reaching out to Microsoft Community. I’m Arlene, an independent advisor here to help.
As of now, Microsoft Windows 11 Pro does not currently include cryptographic modules that are FIPS 140-3 validated. According to Microsoft’s official documentation and the CMVP (Cryptographic Module Validation Program) listings, most Windows OS cryptographic modules such as those used by BitLocker (via the Windows cryptographic libraries like CNG) are still validated under FIPS 140-2, not 140-3. Microsoft has acknowledged the transition toward FIPS 140-3 and is working on validations, but no specific public timeline has been published yet.

If you're required to meet FIPS 140-3 today, I recommend keeping an eye on Microsoft’s documentation on FIPS support and also reviewing the current NIST FIPS 140-3 validation list for any modules Microsoft has “in process.” For now, organizations are generally still relying on FIPS 140-2 validated configurations in Windows 11, including enabling "FIPS mode" via group policy and using AES encryption algorithms supported under that framework.
