Both in Edge and Chrome I get the same error that I can't download an .exe file. I deleted and reset Local group policy, I have no other work or school accounts, turned off Defender smart screen, disabled my VPN, made sure allow downloads are enabled in internet settings.

This is about the only other cause I can think of.

  • Press the Windows key + R to open the Run box.
  • Enter: inetcpl.cpl => click OK.
  • Switch to the Security tab.
  • Click on Reset all zones to default level (if it's not greyed out)
  • With Internet zone selected, click on Custom level...
  • Scroll down to Launching applications and unsafe files and make sure it's set to Prompt => click OK.

    Are any policies showing if you enter edge://policy/ into the Address bar/Omnibox?

    In Chrome it would be chrome://policy/

    See if temporarily running Chrome with extensions disabled makes any difference.

    • Exit all instances of Chrome
    • Open the Run box (Windows key + R)
    • Copy and paste in: chrome.exe --disable-extensions
    • Click OK
