Access control is currently held at the GeoCatalog level, users granted the GeoCatalog Administrator or GeoCatalog Reader role will have access to all data within the GeoCatalog.
In the future, more fine-grained access and permissions will be enabled as the service moves from preview to General Availability.
If you need to restrict access to content, creating multiple GeoCatalogs can be used to isolate data to specific users.
