Hello,

Since last month (2026-09 monthly update) we cannot install the monthly "Cumulative Update for Microsoft server operating system version 21H2 for x64-based Systems" on a specific Azure Windows Server 2022 Virtual Machine. No error with very similar environments in the same region/subscription. The other updates can be installed, including the monthly .NET update.

All the recommend steps have been tried:

Checked servicing/component-store health

Reset Windows Update components/cache

Manual install on the VM

Multiple retried have been done (8-10 retries)

The last retry error with the 2026-10 cumulative update is:

"1 errors reported. The latest 3 errors are shared in details. Perform an in-place upgrade repair of this Azure VM, because its CBS log identifies 0x800F0831 (CBS_E_STORE_CORRUPTION) and a missing ServerTurbine package catalog, and Microsoft recommends an in-place upgrade for this error on Azure VMs.^1^

    The decisive CBS entry is:

Mark store corruption flag because of missing catalog:
    Microsoft-Windows-Editions-ServerTurbine-Package...
    10.0.20348.5761.cat
    [HRESULT = 0x800f0831 - CBS_E_STORE_CORRUPTION]

This is an operating-system servicing-store failure, not an Azure Update Manager orchestration failure. Update Manager invokes the native Windows update APIs and cannot repair corruption inside CBS.^2^ KB5126655 itself is applicable to Windows Server 2022 and installs OS build 20348.5761; its published known issues do not identify this missing-catalog failure.^3^

    Repair procedure

Because component-store checks, Windows Update reset, manual installation, and repeated attempts have already failed, do not repeat those operations.

    1. Schedule downtime and protect the VM.
      • Confirm administrative access.
      • Take an Azure Backup recovery point or snapshots of the OS and data disks.
      • Verify adequate free space on the OS disk.
      • Record the current Windows edition, display language, application state, and VM configuration.
      • Run the Azure VM Windows OS Upgrade Assessment Tool before changing the VM.
Microsoft requires a backup before troubleshooting 0x800F0831; the upgrade can restart the VM several times.^1^
    2. Create Windows Server 2022 upgrade media in Azure.
      • Use the same subscription, region, and availability zone as the VM.
      • Create a managed disk from the hidden Azure Marketplace offer:
        • Publisher: MicrosoftWindowsServer
        • Offer: WindowsServerUpgrade
        • SKU: server2022Upgrade
      • The Microsoft procedure includes an Azure PowerShell script that retrieves the latest image version and creates the upgrade-media disk.^4^
    3. Attach the upgrade disk.
      • Azure portal → Virtual machines → affected VM → Disks.
      • Select Attach existing disks, choose the upgrade-media disk, and select Save.
      • Connect to the VM and identify its drive letter, normally E: or F:.
    4. Start the repair from an elevated PowerShell session.
      • Change to the only directory on the upgrade disk.
      • Run:
    Set-Location E:\<upgrade-media-directory>
    .\setup.exe /auto upgrade /dynamicupdate disable /eula accept

Select the image matching the VM’s current edition and choose Keep personal files and apps when prompted. The upgrade reinstalls Windows while preserving applications, data, roles, and settings.^5^

The Azure-provided upgrade media is en-US only. Verify the VM’s system language/locale against that requirement before proceeding.^4^

    1. Validate after the VM returns.
    DISM.exe /Online /Cleanup-Image /CheckHealth
    sfc.exe /scannow
    Get-ComputerInfo |
        Select-Object WindowsProductName, WindowsVersion, OsBuildNumber

Then run a fresh Azure Update Manager assessment and install KB5126655. The expected build after successful installation is 20348.5761.^3^

    Important Azure management limitation

Microsoft warns that after an Azure Windows Server in-place upgrade, Azure Update Manager, automatic guest patching, Hotpatching, and automatic OS image upgrades are not officially supported and may fail later because the Azure image metadata remains unchanged.^4^

If continued Azure Update Manager support is mandatory, the safer long-term path is to deploy a new Windows Server 2022 VM from the required Azure Marketplace image, migrate the workload, validate patching, and retire the corrupted VM. If neither an IPU nor replacement is currently acceptable, open an Azure support case and include:

    • CBS.log and all relevant CbsPersist_*.cab files
    • C:\Windows\Logs\DISM\dism.log
    • Windows Update Error Detection Tool output
    • VM edition/language and current build 20348.5256
    • The missing Microsoft-Windows-Editions-ServerTurbine...20348.5761.cat entries
    • Azure Update Manager patch-operation details

Do not manually copy the .cat file from another VM or delete the ServerTurbine package: the available Microsoft guidance does not document either operation as a supported repair for this Azure VM condition.
