Hello Zeeshan,
Thank you for posting your question on the Microsoft Windows Forum!
The most important detail in your post is that BitLocker is already in a decryption state:
Conversion Status: Decryption Paused
Percentage Encrypted: 26.3%
Protection Status: Protection Off
and the error:
0x803100d6
Device encryption can't be turned off while this drive is being encrypted.
usually appears when BitLocker believes a conversion operation is already active and receives a command that conflicts with the current state.
Based on the information provided, this does not look like a data-loss scenario. It looks more like a stalled BitLocker conversion job rather than a damaged encrypted volume.
Before making any partition changes, I would resolve the BitLocker state first.
Step 1: Verify the Exact BitLocker Conversion State
Please run:
manage-bde -status
for all volumes, not only C:.
I'm interested in whether another volume is:
Encryption in Progress
Encryption Paused
Decryption in Progress
Decryption Paused
because 0x803100d6 can occur when BitLocker metadata indicates an incomplete conversion operation.
Step 2: Check the BitLocker Event Log
Review:
Event Viewer
→ Applications and Services Logs
→ Microsoft
→ Windows
→ BitLocker-API
→ Management
Look for errors or warnings around the time the decryption stopped.
In particular, I would be interested in:
- Conversion failures
- Metadata update failures
- Volume state inconsistencies
Step 3: Confirm Current Encryption State Through PowerShell
Run:
Get-BitLockerVolume
Please share the output for the OS volume.
This command often provides a clearer view of the conversion state than manage-bde.
About Extending the C: Partition
I would not resize partitions while BitLocker reports a paused conversion.
Microsoft's guidance is generally to complete the encryption/decryption operation first, then perform partition management activities. This reduces the risk of metadata inconsistencies during volume changes.

One Thing That Stands Out
The command used to pause decryption:
manage-bde -pause C:
is intended to pause an active conversion operation. Since the system now reports Decryption Paused, I would first confirm through the BitLocker logs and Get-BitLockerVolume whether the volume is truly paused or whether the BitLocker metadata has become inconsistent.
At this stage, I would focus on identifying why the conversion stopped at exactly 26.3% before attempting further BitLocker commands or partition changes.
