Yes. The "Force a specific default lock screen and logon image" Group Policy is not supported on Windows 11 Pro.
For Windows 11 Pro / Pro Education:
- Lock screen background configuration is supported with Intune/CSP.
- Lock screen background via GPO is not supported.
For Windows 11 Enterprise / Education and IoT Enterprise:
- Lock screen background is supported with both Intune/CSP and GPO.
That matches the behavior described:
- the policy can appear in RSOP/GPResult,
- the device can be domain joined,
- the image path can be valid,
- but the lock screen image still does not change on Windows 11 Pro because the edition does not support that GPO.
For Windows 11 Pro, the supported way to configure the lock screen image is:
- In Microsoft Intune, create a Settings catalog policy.
- Use Personalization > Lock Screen Image Url.
- Set the value to an http or https URL that points to a jpg, jpeg, or png image.
Alternatively, use the Personalization CSP custom setting:
- OMA-URI:
./Vendor/MSFT/Personalization/LockScreenImageUrl - Data type:
string - Value: an http or https URL to a jpg, jpeg, or png image file.
For the desktop background, GPO support is different: Windows 11 Pro does support desktop wallpaper via GPO, which is why that policy works while the lock screen GPO does not.
No additional GPO, registry setting, or UNC-path change in the provided documentation enables lock screen wallpaper GPO on Windows 11 Pro.
