Global Admin cannot invite guest users – “Insufficient privileges”

I am a Global Administrator in our Microsoft Entra tenant.

All guest invitations are failing with the message: “User invitation failed. Insufficient privileges to complete the operation.”

This occurs for all users and all invite methods.

This started after legitimate guest onboarding for collaboration.

We believe this may be a tenant‑level B2B invitation restriction triggered in error.

Existing guests and Teams access continue to work correctly.

Can someone help review this and lift the restriction?

    Hello,

    Check the following settings:

    Microsoft Entra admin center → Identity → External Identities → External collaboration settings:

    • Guest invite settings > What options do you have here?
    • Collaboration restrictions > Do you have any domain restrictions?

    Identity → External Identities → Cross-tenant access settings

    • Check if you have any restrictions under B2B collaboration inbound or Outbound.
