Cannot turn off People Suggestions in Microsoft Account Privacy

I'm trying to turn off the people suggestions toggle in Privacy Settings for my Microsoft account. The togge goes to the off position, so I leave the page, and when i got back to my privacy settings, the toggle is set to on, again. What gives?

My actual tags for this would be "Microsoft Account", "Security and Privacy", but the tags are forced now, and absolutely none of them apply.
