A free program from Microsoft that provides developers with the tools, resources, and sandbox environments needed to build solutions for Microsoft 365.
A Microsoft 365 E5 developer sandbox requires a valid billing account, and that requirement cannot be bypassed. If No billing account found appears after creating one, use this checklist:
- Select the Refresh icon next to Billing account and wait a few seconds before refreshing again.
- Verify the billing account is an active Microsoft Customer Agreement (MCA) billing account.
- Verify the Microsoft Customer Agreement has been accepted.
- Verify the billing profile is active.
- Verify the invoice section is active.
- Verify there is an active Azure subscription with an Azure plan under the same billing profile and invoice section intended for sandbox setup.
- Verify a valid payment method exists.
- Verify there is no spending limit or other restriction blocking provisioning.
- Verify the Developer Program account has billing permissions. The least-privilege role is Invoice Section Contributor on the specific invoice section. Roles that also work include Invoice Section Owner, Billing Profile Owner, and Billing Account Owner. Billing Account Reader alone is not sufficient.
If this is an organizational billing account, the billing administrator should check in Azure portal:
- Open Cost Management + Billing.
- Select the organizational billing account.
- Confirm Billing account type is Microsoft Customer Agreement and Status is Active.
- Confirm the billing profile is active.
- Confirm an active invoice section exists.
- Confirm an active Azure subscription with an Azure plan exists under that invoice section.
- If needed, open Billing profiles > Invoice sections > Add to create an invoice section.
- Open the invoice section used for Developer Program activation.
- Go to Access control (IAM) > Add > Add role assignment.
- Assign Invoice Section Contributor to the Microsoft Entra account used for the Developer Program.
- Wait several minutes for role changes to propagate, then return to sandbox setup and refresh the billing account list.
If the billing account exists but has no Azure subscription, create a Microsoft Customer Agreement subscription under the correct billing account, billing profile, and invoice section, with an Azure plan, then retry setup.
If the error indicates the Microsoft Customer Agreement has not been signed, an authorized user must accept it in the Microsoft 365 admin center and create the required billing profile and invoice section, then retry.
If the account still does not appear after permissions were granted, sign out of all Microsoft accounts, close the browser, sign in again with the authorized account, and refresh the billing account list.
If the issue continues, provide support with the complete error message, correlation ID, date/time/time zone, selected billing account/profile/invoice section, agreement type/status, whether an active Azure subscription exists, and a screenshot of the error.
