Whether the license can be transferred depends on the license type. If your license is a Microsoft 365 subscription (Project Plan 1, Plan 3, or Plan 5), an admin can simply remove the license from one user and assign it to another user.

If your license is a perpetual retail license (for example, Project 2021 or Project 2024 purchased outright), it is normally associated with the Microsoft account used during activation. In most regions, Microsoft does not provide a self-service method to move that entitlement to a different Microsoft account.

In some cases and jurisdictions, Microsoft Support may be able to assist with a license transfer after ownership verification.
