I’ve just tested this with a user without a Microsoft 365 Copilot license, and it works in Foundry.
I followed the Work IQ MCP quickstart, with one correction: the scopes need to be separated by a space, not a comma:
api://workiq.svc.cloud.microsoft/WorkIQAgent.Ask offline_access
The other requirement is an active spending policy covering Work IQ API and the calling user, with billing configured in Microsoft 365 admin center → Copilot → Cost Management → Configuration.
For the NoPolicy error, check that the user is included in that policy, directly through its “All users” scope or through the assigned security group. Having Copilot Credits available alone isn’t enough.
The quickstart still lists a Microsoft 365 Copilot license as a prerequisite but its misleading and my tests succeeded without that license once the spending policy was configured.
