Hello,

this is my last hope for some Support. I cant open a ticket to the MS support in the admin center.

We bought Microsoft Microsoft® Office Pro Plus Education from the CSP ADN with an Open Value Agreement.

We signed the document, but cant activate the licenses now.

We got the VL Keys from the CSP but we cant login in our tenantn [Moderator note: Personally Identifiable Information removed]@gsloiching.onmicrosoft.com with Volume Licencing rights, because the CSP used the wrong email-adress as first contact. With global admin rights we cant see the tab with volume licencing in the Admin portal.

Additional i think our tenant is not activated for Education Licenses, because when i tried to activate the Keys manually i get this

kind regards

You already know the problem. The wrong email associated with the subscription.

The CSP needs to fix this.

Assuming ADN refers to ADN Distribution GmbH, contact them to get this corrected.

Thanks a lot for the quick respond!

unfortunately the ADN support doesnt help me. They refer to the microsoft support.

The microsoft support refers me to ADN or the Support website.

    this is very frustrating..

    Hi Pascal,

Based on your explanation, this looks to be a tenant and licensing administration issue slightly than a product activation issue.

Since the CSP configured the wrong email address as the first contact, the Volume Licensing permissions might not be connected with the right Global Admin account. In that case, you could not see the Volume Licensing section in the Microsoft 365 Admin Center.

I recommend communicating your CSP and asking them to verify:

*The registered contact information for the Open Value Agreement.

*The Volume Licensing administrator assigned to the agreement.

*Whether the tenant has been correctly associated with the Education licensing purchase.

Could you confirm whether the agreement appears in the Microsoft 365 Admin Center under Billing Your products, and whether any other Global Administrator account can see the Volume Licensing section?

    Regards,

    Dear Pascal,

    I hope you’re having a good day.

Thank you for the detailed explanation and the screenshots.

Based on the information you've provided, I believe this is less likely to be an Office activation issue and more likely to be a licensing entitlement, enrollment, or tenant association issue.

The most important detail in the screenshot is that Microsoft recognizes the product key as valid, but returns the message: "The product key is valid, but your organization is not eligible for this offer."

This suggests that the key itself is not the problem. Instead, there appears to be an issue with how the licensing agreement, tenant, or entitlement has been associated.

Since the licensing agreement was purchased through your CSP, I would strongly recommend contacting ADN first. As the licensing provider, they can verify:

    • The contact details associated with the Open Value agreement.
    • Whether the agreement is linked to the correct tenant.
    • Whether the Education entitlement has been fully provisioned.
    • Whether any enrollment or licensing corrections are still required.

If necessary, the CSP can also open a Microsoft support case on your behalf and work directly with the appropriate licensing team. Given the symptoms you described, this may be the fastest path to resolution.

In parallel, if you are unable to create a support request from the affected tenant, you may also contact Microsoft directly using the customer support numbers listed here: Customer service phone numbers - Microsoft Support

Thank you again for providing such detailed information and I hope this information helps point you in the right direction.

    Warm regards,
