Perpetual standalone Microsoft Publisher 2021 license

A MS chat agent linked me to purchase a Perpetual standalone Microsoft Publisher 2021 license from CDW.

CDW processed the purchase with their promise to deliver the software digitally soon after the purchase. They took my full payment but never delivered. I called CDW and was told that they would complete the digital installation in 2 to 4 days (!!) By then, my .pub files will be corrupted or lost. They promised a digital install "SOON AFTER PAYMENT IS PROCESSED (see CDW order #[PII removed]). When I complained, they said their promise would be valid only if MS had issued me a "MPSA AGREEMENT." CDW will likely raise the agreed-upon price after testing the patience of Microsoft 365 customers (as Linda at CDW suggested). Have other MS 365 customers complained about CDW and similar circumstances?

I have kept complete records of the transaction to substantiate my complaint, as I've written above. I don't want a refund, but CDW should live up to their promise and deliver the software installation today. Please issue me an "MPSA AGREEMENT" if that's what it takes.

    Sorry for this frustration. An MPSA is a volume-licensing agreement for organizations, not a document automatically supplied with a personal Microsoft 365 subscription. Ask CDW to explain in writing why it says your specific order requires one, and whether it can deliver the license you purchased at the agreed price.

    Please contact CDW Customer Relations with your order confirmation and the promised delivery wording. Request a firm delivery date and escalation to a supervisor. If the Microsoft chat agent directed you to that listing, you can also return to Microsoft Support with the chat record, but CDW needs to resolve the order it accepted. I couldn’t verify other Microsoft 365 customers’ complaints involving this same Publisher offer or MPSA condition, so I wouldn’t want to suggest this is a known pattern.

    A delivery delay does not, by itself, corrupt or delete your .pub files. Keep copies of the original files somewhere safe. If Publisher still opens for you, save PDF copies of the most important ones now. Microsoft 365 access to Publisher ends October 1, 2026; a licensed perpetual copy can still open and edit .pub files afterward, although its support ends October 13.
