On the left menu, select API permissions.

Click + Add a permission and choose the API (e.g., Microsoft Graph).

Select either Delegated permissions (on behalf of a signed-in user) or Application permissions (background services).

    Hi,

You may use link below to navigate to App registrations in Azure portal. Once there, please click on your App and then on left menu click Manage -- API permissions.

Please add a comment below if something is unclear.

The API permissions option is inside an app registration in Microsoft Entra ID, not on the top-level Azure menu.

    Steps:

    1. Sign in to the Microsoft Entra admin center.
    2. Go to Entra ID > App registrations.
    3. Select the application.
    4. In the left pane, under Manage, select API permissions.
    5. Select Add a permission.
    6. Choose the API source, for example:
      • Microsoft Graph
      • My APIs
      • APIs my organization uses
    7. Select either:
      • Delegated permissions for apps acting as the signed-in user
      • Application permissions for service or daemon apps acting as themselves
    8. Select the required permissions, then choose Add permissions.
    9. If needed, select Grant admin consent for {your tenant}.

    Important details:

    • The Grant admin consent button is disabled if no permissions are configured or if the signed-in account is not an admin.
    • A Cloud Application Administrator can add permissions to an app registration.
    • A user with at least Privileged Role Administrator can both add permissions and grant them.
