RequestDisallowedByAzure when creating Speech Service with Azure for Students

Hello,

I am trying to create an Azure Speech Services resource using an Azure for Students subscription, but every deployment is blocked with the following error:

“Resource was disallowed by Azure: This policy maintains a set of best available regions where your subscription can deploy resources.”

Error code: RequestDisallowedByAzure

I have already tested:

Pricing tiers:

  • Free F0
  • Standard S0

Regions:

  • West Europe
  • North Europe
  • Sweden Central
  • East US
  • East US 2

All combinations return the same error.

The Microsoft.CognitiveServices resource provider is registered, and I am creating a standard Speech Services resource through the Azure portal.

Could someone confirm which region currently supports Speech Services for an Azure for Students subscription, or explain how I can have an allowed region enabled?

Hi,

Azure for Students restricts which regions you can deploy resources to. Typically you are restricted to five different regions, and these vary for each person.

Please navigate to Azure Policy -- Authoring -- Assignments using link below:

https://portal.azure.com/#view/Microsoft_Azure_Policy/PolicyMenuBlade/~/Assignments

Click on assignment named Allowed resource deployment regions

Examine Allowed locations Parameter value for list of regions, similar to below (regions in screenshot are different than yours):

The regions shown in your Parameter value are the ones you are allowed to deploy resources to. Please try to create resources in one of these regions and let me know the results.

    As TP’s accepted answer explains, Azure for Students typically allows deployments in five regions, and that list differs between subscriptions. The next step is to check your subscription’s actual list rather than try more regions or switch between F0 and S0. [portal.azure.com]

    1. Open Azure Policy → Authoring → Assignments and select your Azure for Students subscription as the scope.
    2. Open Allowed resource deployment regions, then check Allowed locations under Parameters. These are the regions permitted for your subscription. [portal.azure.com]
    3. Compare those locations with the Speech supported regions page. Choose a region present in both lists, retry the deployment, and check whether it completes successfully. [learn.microsoft.com]

    West Europe, North Europe, Sweden Central, East US, and East US 2 all support Speech generally, but that does not mean your student subscription can deploy there. [portal.azure.com]

    If the policy assignment is missing, none of your allowed regions supports Speech, or deployment still fails in a matching region, request a subscription-restriction review through Azure portal Help + support. This is a request to investigate the restriction—not a guarantee that additional regions can be enabled. Azure for Students is also blocked from making quota-increase requests. [learn.microsoft.com]
