Azure Databricks Foundation Model API: GPT-6 Astra and Claude Fable 5.1 unavailable while other models work

I am using an Azure Databricks Premium workspace in Central US with Unity Catalog enabled.

The workspace and Foundation Model API appear healthy:

  • Microsoft Entra authentication to the Databricks REST API succeeds.
  • GET /api/2.0/serving-endpoints succeeds.
  • Other Databricks Foundation Model API endpoints are available.
  • For example, databricks-claude-opus-5 is present, READY, and reports pay-per-token pricing metadata.

However, I cannot access these two models:

  • GPT-6 Astra
  • Claude Fable 5.1

Neither model appears in the workspace serving-endpoints list.

Direct Unity Catalog lookups also return HTTP 404 RESOURCE_DOES_NOT_EXIST:

GET /api/2.1/unity-catalog/models/system.ai.gpt-6-astra

Result:

RESOURCE_DOES_NOT_EXIST

"Routine or Model 'system.ai.gpt-6-astra' does not exist."

GET /api/2.1/unity-catalog/models/system.ai.claude-fable-5-1

Result:

RESOURCE_DOES_NOT_EXIST

"Routine or Model 'system.ai.claude-fable-5-1' does not exist."

I previously tested these models from another Azure Databricks Premium workspace in a different Azure geography. There, the corresponding system-model objects were visible, but the usable serving capacity was unavailable or incomplete. I created the Central US workspace to rule out a workspace-region issue.

Because other pay-per-token Foundation Model API endpoints work normally in Central US, this appears to be model-specific rather than a general workspace, authentication, or serving failure.

Could Microsoft / Azure Databricks please confirm:

  1. Whether GPT-6 Astra and Claude Fable 5.1 are currently supported for Azure Databricks customers in Central US.
  2. Whether these models require a specific account entitlement, preview enrollment, allowlist, billing/trust verification state, or backend enablement.
  3. If my account is eligible, whether the required entitlement can be enabled.
  4. If Central US is not supported, which Azure regions currently support each model through the Databricks-managed pay-per-token Foundation Model API.
  5. What effective capacity/rate limits apply when enabled.
  6. What pay-per-token pricing applies.
  7. Whether inference may be processed outside the workspace geography for either model.

I have an Azure Developer Support plan. If this requires checking private account/workspace entitlement metadata or backend configuration, please escalate this through the private Priority Community Support path rather than requesting identifiers publicly.

I can provide subscription ID, workspace ID, tenant information, screenshots, API evidence, and business verification documents privately if required.

    Yes. According to the current Azure Databricks documentation, OpenAI GPT-6 Astra is available through Databricks Foundation Model APIs.

    The Databricks-hosted endpoint name is databricks-gpt-6-astra, and Microsoft currently lists text and image as supported inputs.

    You don't need to create an Azure OpenAI external-model endpoint just to use the Databricks-hosted version. Foundation Model APIs expose Databricks-hosted models through Model Serving, and the APIs are OpenAI-compatible, so you can call them using the OpenAI client, REST API, MLflow Deployments SDK, or Databricks UI.

    For example, with the OpenAI-compatible interface, the model/endpoint to target would be databricks-gpt-6-astra

    One important point is regional availability. Foundation Model API availability depends on the Azure Databricks workspace region and serving mode. Microsoft maintains a region/model matrix, so if databricks-gpt-6-astra doesn't appear in your workspace under Serving, first verify that your workspace region supports that model and the serving mode you're trying to use.

    There are also two different scenarios worth distinguishing:

    • Databricks-hosted GPT-6 Astra: use the built-in databricks-gpt-6-astra Foundation Model API endpoint. Databricks hosts and serves the model.
    • Your own external OpenAI/Azure OpenAI deployment: Azure Databricks also supports external models through Model Serving. In that architecture, Databricks acts as the managed/gateway layer while the actual model remains hosted by the external provider.

    For a new implementation where you simply want to consume GPT-6 Astra from Azure Databricks, start with the Databricks-hosted Foundation Model API rather than creating an external-model endpoint.

    If you're currently receiving an error, could you share the Azure Databricks workspace region, the endpoint/model name you're calling, and the exact error response?
